"And his hands were steady until the setting of the sun" appears in the Book of Exodus, chapter 17, verse 12. It is part of the story where Moses battles Amalek. When Moses raised his hands, the Israelites prevailed in the battle, but when he lowered them, Amalek gained the upper hand. To help Moses keep his hands raised, Aaron and Hur supported his hands until sunset, allowing the Israelites to win the battle. The full verse reads: "But Moses' hands grew heavy; so they took a stone and put it under him, and he sat on it. And Aaron and Hur supported his hands, one on one side, and the other on the other side; and his hands were steady until the sun go down "
